Yes, in most cases. You can use Facebook people search, Pipl.com, or you can use one of the premium services like WhitePages.com Premium, or FreeCellSearch.com. I also like to use WhitePages's mobile app to perform one time reverse lookups. I would not trust other paid apps or websites, since most of them are subscription based.
